Purpose
To ensure that all concerns about adult behaviour, however small, are shared responsibly, recorded and dealt with appropriately, in line with KCSIE.
Scope
All staff, volunteers, agency workers and contractors.
Definitions
A low-level concern is any concern, no matter how small, that an adult working with children may have acted in a way that is inconsistent with the Staff Code of Conduct, including inappropriate conduct outside work, but does not meet the threshold of harm / allegation.
Responsibilities
- All staff must share low-level concerns with the Designated Safeguarding Lead or
Centre Manager without delay.
- The DSL / Centre Manager records, reviews and escalates concerns appropriately.
- Self-reporting of accidental or ambiguous situations is encouraged.
Procedures
Sharing
Concerns are reported verbally and followed up in writing. Staff should not investigate alone.
Recording
A confidential record is kept of the concern, context, decisions and actions.
Response
Responses may include management guidance, training, monitoring, or referral as an allegation to the LADO where the harm threshold is met or clarity is needed.
Patterns of low-level concerns are reviewed.
Culture
A culture of openness protects children and staff. Victimisation of those who raise genuine concerns is not tolerated.
Monitoring
The Leadership Team monitors implementation through learning walks, safeguarding reviews, incident analysis, staff feedback, student voice and commissioner feedback. Findings inform training and school improvement planning.
Review Cycle
This policy is reviewed at least annually, or sooner following changes in legislation, statutory guidance, or significant incidents. Next formal review:
This policy is reviewed at least annually by the Proprietor / Leadership Team.

Legislation and guidance
This policy has regard to the Education (Independent School Standards)
Regulations 2014, Keeping Children Safe in Education (latest DfE edition), Working Together to Safeguard Children, the Equality Act 2010, the Data Protection Act 2018 and UK GDPR, and other DfE statutory and non-statutory guidance relevant to the subject of this policy. Where Independent School registration is completed, this policy will be reviewed against any updated registration conditions and DfE requirements.
